3、要造就一批精于治疗中风的专业针灸医生。
针灸医治中风是专业性极强的医术，要求医者视病人如亲人，耐心、细致、专注地检查病人，医治病人，由于中风可由多种疾病导致，病情千变万化，危险而复杂，对缺血性中风或出血性中风其治法各异，若治疗失宜会加重病情，甚至会导致病人死亡。为提高医治中风之疗效，需要尽速造就一批精于医治中风的专业针灸医生。 
4.应用中西医结合疗法医治中风。                                  C-1
解放后中西医治疗中风积累了丰富经验，取得了鼓舞人心的成果，但中西医治疗中风方面均各有所长和各有所短，如西医在治疗中风后遗症的瘫痪、失语等方面,其疗效不及中医针灸迅速而有效，而中医在治疗脑卒中昏迷,及中风并发症方面,则不如西医迅速、效佳、成功率高；如果在西医治疗患者中风昏迷的同时辅以针灸治疗，则抢救的时间会缩短，其成功率会更高，后遗症也将大为减轻。
传统中医的历史悠久，中医治疗中风除中药、针灸外，尚有头皮针、耳针、梅花针、外治法,气功及按摩等，如果中西医能将这些医治中风的行之有效的治疗技术和方法加以综合应用，无疑将赐福于人类，特别是对患者及其家属将带来福音和曙光。
中国古典医藉将“风（中风）、痨（肺结核）、臌（腹水）、胀（肿胀及肿瘤等）”列为四大难治症，而将风列为群病之首，说明中风患者众多，影响面广，历来均系极其难治之重病，为此中风给医院带来很大压力，给社会增加了财力和物力的重负，如果能在条件较好的中心大城市，集中中西医治疗中风之精湛技术力量,设立中风医院，领导对中风症的治疗，并教育、培训医护及药剂人员，培养专家人材，进行科学研究，相信攻克医治中风这一疑难症定能实现。

                    Acupuncture in the treatment of stroke

  According to reliable historical records Chinese medicine and acupuncture has been used to treat stroke for two thousand years. This form of treatment has been recognized and accepted by those past and present, within and without China and those who practise the Chinese system or western system of medicine. It is only lately that the public is aware of  the effectiveness of acupuncture in the treatment of stroke. Because of various reasons, this form of therapy has not been readily learned and practised. In an attempt to improve the situation and to raise the standard of treatment of stroke by acupuncture I am s putting some of my experience and thoughts on paper. my opinion is:
1.Treat stroke at its acute stage and start acupuncture as soon as possible. Acupuncture can dissolve clot and arrest bleeding. According to Acupuncture within            C-2
one to three weeks is effective in eighty to ninety six percent of cases, after three weeks the results drop to fifty three point eight percent.There are no reports that scupuncture can cause cerebral haemorrhage leading to death.
I have treated the following acute case of stroke. The patient is a woman of age fifty four years. On the 10th of April 1994 she sufferde a stroke and was admitted to a hospital. A CT (Computer Tomography) scan showed a haematoma of the right basal ganglion bleeding into the ventricle. After five days she discharged herself. On the 23rd of April 1994 she consulted me . At this stage she was paralysed on the left side,her left hand had no trength,her left had minimal strength,she was unable to turn on the side,suffered from incontinence.
